Freehold Borough has a walkable downtown of restaurants, retailers, professional offices, historic buildings, civic uses and mixed-use redevelopment. Freehold Township stretches into larger Route 9 commercial properties, shopping centers, offices, restaurants and other suburban business sites.

A sign in downtown Freehold and a sign along Route 9 should not be planned the same way — and that is not only a design observation. Freehold Borough and Freehold Township are separate municipalities with separate zoning and sign-approval processes, so a business described simply as being “in Freehold” may fall under either local government.

The First Question Is Not What Sign You Want

It is what the exact property address is. The answer decides which municipality, which zoning rules, which property conditions and which landlord requirements apply before anything is designed.

Freehold Borough

The traditional downtown. Current redevelopment planning focuses on additional mixed-use development, commercial opportunities, new residents and more activity supporting the existing downtown retailers.

The Borough regulates signs under Chapter 15.16, its Zoning Department requires zoning applications for new or altered signs, and it maintains a specific sign permit application plus additional historic-preservation procedures for applicable properties.

Freehold Township

A different commercial environment entirely. The Township’s planning documents identify Route 9 as a major retail and mixed-use corridor, including development around Route 9 and Elton-Adelphia Road, alongside major shopping properties and multi-tenant centers.

The Township’s zoning application states that applicants proposing new signs, or changes to existing signs, must also complete a sign permit application — and it requires landlord approval for applicable business applications.

So the address is part of the sign specification, not a delivery detail. The application is filed by you or your landlord. We assist with permits; we do not file them on your behalf.

Freehold Borough maintains a Historic Preservation Commission and provides a specific Historic Preservation Sign Application for properties subject to historic review. The published guidance for applicable historic and redevelopment properties is unusually concrete:

That lighting list is worth reading as a specification rather than a suggestion — it points the project toward fabricated letters or externally lit signs and away from an illuminated cabinet, which changes the construction, the electrical and the mounting all at once.

Downtown signs also have to work around historic storefront proportions, existing masonry, cornices, window openings, transoms, older mounting conditions, awning locations, architectural trim and existing brackets. The exact property still needs checking, because the historic and redevelopment standards do not necessarily apply identically to every Borough address.

Multi-Tenant Property Is a Large Part of the Township

Freehold Township holds a substantial inventory of multi-tenant commercial property. One current redevelopment area alone includes a large shopping center with approximately twenty tenant units, plus another strip center with ten tenant spaces near Route 9 and Route 79 — thirty storefronts that will each turn over on their own schedule.

A shopping-center tenant typically needs storefront channel letters or a wall sign, a replacement sign face, window graphics, door lettering, interior signs, temporary opening graphics and removal of the previous tenant’s sign. The property itself needs tenant directories, replaceable tenant panels, directional signs, parking signs, entrance identification and interior directories.

Downtown Restaurants Have a Menu Rule Worth Knowing Early

Freehold has a strong restaurant and dining presence, particularly in the Borough’s downtown, and a restaurant package generally has to communicate at four distances: the business name and logo from across the street, an awning or secondary identification beside the storefront, hours and pickup or reservation information at the door, and menus, wall graphics, restroom signs and directional signage inside.

The Borough’s sign code addresses menu displays specifically. Published rules state that restaurant menus must generally be wall mounted rather than freestanding, are limited to eight square feet, and may use only limited gallery-style exterior lighting. Outdoor café areas leased from the Borough may use a smaller menu on an easel within the leased area during the authorized season.

Wall mounted rather than freestanding is the part that belongs in the storefront design rather than in a later conversation: a wall-mounted menu case needs a location, a mounting condition and a lighting approach settled alongside the main sign, not found afterward on whatever façade is left.

One thing worth checking before assuming the old sign can simply be reproduced: the Borough amended its sign chapter in 2024 to update the process for replacing nonconforming signs. An existing nonconforming sign should be reviewed against the current process rather than copied.
